I believe his 4 weeks are up and he needs to come off IR since he is no longer injured.

In SAC'D, the player doesn't necessarily need to come off IR when they are no longer injured. They can stay on IR as long as you want them to - even full season. They just have to remain on IR for a minimum of 4 weeks before being reactivated.
