We'll say DS for now, can always change it later. (If I understand the rules correctly regarding rookies: none of them are officially on the DS yet, so if I move Troy up before Aug. then I can still have 3 rookies on the DS going into the season?)

Yes, the rooks are kinda in limbo right now. You have until August 15 to declare them as Active, DS, or just let them go.

You can use the DS right now however, for FA acquisitions. A cap penalty will apply if you cut these players down the line.
