PASSES 12-0 - Rule Proposal on DTs getting 2pts for Returns on failed 2pt conversions

There is limited discussion in this thread regarding the DTs being credited for 2pts when returning a failed 2pt conversion for a TD.

Simple yes or no vote to amend the rules to account for this.
