PASSES 11-1 - Rule Proposal on change to 24 hour review period wording for Trades
 

Last season we had a rarely enforced (or noticed) rule delay a trade (Manning/Hurns for Watkins) until the following week due to the timing of the 24 hour "review" period required in-season trades to be made weekly by Friday at 10pm.

I'm proposing that the obscure Friday 10pm rule and 24 hour review period could be replaced with a clause stating that:

"The weekly trade deadline for any given player is 1-minute prior to the start of the involved players game on any given week. Trades take effect immediately once confirmed by all sides with the caveat that the rules committee can overturn within 24 hours if they feel the deal is grossly unfair to one side. If a deal gets overturned by the rules committee within 24 hours and by chance players were inserted into starting lineups and games have been played, those results would stand but the deal would be reversed at the start of the next game week, in this event, a cap penalty equal to 20% of the involved salaries for each player involved in the deal would be assessed to the offending teams (if picks only on one of the sides a 200cb penalty will be assessed)."

The reason for the penalty in the event of the rules committee overturning a deal where players were used in a given week is to prevent collusion between teams to help each other out. It should be noted I don't think it's ever been an issue with collusion, but just in case. Further I can't recall a single deal ever overturned by the rules committee.
