Just to make sure I got this right, cut penalty is only the 10% credit I got back when I cut Cameron last year at salary of 369cb, when John claimed him, right? That is the way I read the rules

Burners are only subject to the 10% cut fee based on this year's salary. They do not have to pay the signing bonus fee as that was already paid by you when you cut Cameron.

If someone puts in a claim for Cameron before the waiver period ends, then Burners receive a 10% credit, essentially making it no penalty for releasing Cameron.

Well, shouldn't it be the 10% from last year that I was credited back when he claimed him? If he is paying 10% on this years salary, that is basically part of signing bonus that I already paid, right?

It's based on salary at the time of cut. 10% of 2016 salary not the 2015 salary from when the player was claimed. The signing bonus penalty the original team paid is irrelevant.
