2017 Rules Discussion - Changing the TS demotion salary increase?
 
I think as a league we should consider a rules adjustment on the TS demotion salary bumps.

I think the 25cb/wk salary increase is way too high and deters us from truly utilizing our TS players, especially players that have been active many weeks. In a case like Martavis Bryant for example, Jim would have had to double or triple his salary to demote, instead he had little choice but to release him.

IMO we should consider removing the salary increase entirely (see details below) and allow teams to let the TAXI squad actually work as a Taxi Squad.

As is, once active we already guarantee the contract, why are we discouraging putting players who underperform or sub for injuries back down on the TS with a salary increase?

I'd propose there be NO salary bump for demoting players, but instead do what the NFL does and expose players to 24 hour waivers with the caveat that claimed players MUST go on the claiming teams active roster and CANNOT be demoted at any time by the claiming team (or any subsequent team via trade aside from the original team that first lost the player on waivers) through the length of his original rookie contract. If the player is subsequently waived at any point during the length of his original rookie contract, the players original team would get right of first refusal to re-claim the player and MAY put the player immediately back on their TS (or onto their active roster) without further exposure to waivers.

Alternatively I'd suggest we significantly reduce the salary bump to something like 5cbs per week active, however I prefer the waiver idea above.

How does everyone feel about this suggested change to the TS?

I like the no salary bump with exposure to 24 hour waivers to demote a player back to TS. It would present an interesting twist to current system.

That would be a VERY interesting twist! However, I think I'd be more in favor of simply reducing the "penalty cbs" to like 5/week. I would have totally stashed Martavis on my TS roster for the year... but didn't want his contract to jump astronomically.

I would be game for the proposal. Alternately, I would recommend not reducing the 25cb bump, but having a cap on the amount that can be added, like we do with rookie bonuses, even using same caps

I really like the waivers idea but we can certainly vote on multiple options and narrow them down.

So far we have considerations of:

Option A - no salary bumps, players exposed to waivers but claiming team or subsequent teams can only place on active roster for life of rookie contact and if player is waived again original team can reclaim with right of first refusal and demote to waivers without further exposure to waivers.

Option B - reduce salary bumps to 5cbs per week active

Option C - maintain salary bumps of 25cbs per week active however cap at rookie salary maximums

Option D - no changes

More input and or ideas to improve the TS from the rest of the league would be great, we're getting some good concepts to consider here!

I like the waiver wire concept also. So if I wanted to demote someone, and someone puts a claim, I would still have rights to pull back my demotion and keep said player active, right? If not, I would not be for that.

And if so, how long would I have to wait to attempt another demotion? One and done?

I wasn't thinking about teams being able to pull back on rookie contracts placed on waivers to demote. Is that how the NFL works? I know going down they have to clear or go on active if claimed, can't recall if original team can pull back on their demotion. Anyone know?

FWIW I wouldn't be opposed to Burt's idea as well. As for time between demotion attempts I'd suggest 1 game week.

I'm all for some type of reasonable cap on demotions to T/S.

Waivers are a different animal. I don't think the NFL has any kind of waiver process to place a player on the Practice Squad. They do have this however:
"Practice squad players are free agents; they can be signed to any team's 53-man roster at any time during the season. In other words, NFL teams are free to "poach" other teams' practice squads without compensating the teams."
I do not think we want to do this ;-)

I do not think we want to do this ;-)

In the NFL to poach off a practice squad the poaching team must place the player on their active roster. Further the original team has the right to block the move and instead promote the player to their own active roster.

Kinda where I got my waivers idea from.

Another example of why we need to consider changing the demotion salary increase rules. In the case of rookie Hunter Henry he's seeing a 75% salary increase for 3 weeks on the Active Roster. That's a huge bump for a TE!

So put up a poll and see if we can get it passed in season...maybe ask to make change retroactive to beginning of this year...

I don't see this as an in-season change. I think this is a change to consider for 2017 and beyond.
