We've voted in a new 5 player PS starting 2017, as well as eligibility for any 3rd or 4th rounder (whether by draft, trade, or waivers on original rookie contract).

I think further rules clarification are necessary on the mechanics of the PS.

The current rules state (with voted in 2017 changes in red):

6C. Practice Squad <big>

<big>Each team will have a Practice Squad of no more than </big>three p<big>layers </big><big>(five in 2017). There is no cyber buck, or contract cap to the Practice Squad. Practice Squad cyberbuck and contract year caps will not count against a team's regular cap unless a player is activated to the active roster.

Players on the Practice Squad can be promoted to the active roster at any time the active roster can accommodate the salary and contract years.

Players can only be placed on the Practice Squad from the annual rookie draft (as well as via trade or waivers in 2017), and only 4th round selections (and 3rds in 2017) are eligible for the Practice Squad. There is a limit of only one player per year added to a teams practice squad (no limit in 2017).

Once activated from the Practice Squad to either the Taxi Squad or the Active Roster, a player may never be placed back on the Practice Squad.

A player initially assigned to the Taxi Squad or the Active Roster cannot be placed on the Practice Squad. A player must be signed to the Practice Squad by the contract assignment deadline for the respective year to retain Practice Squad eligibility.

Players may not be traded from one teams Practice Squad to another team's (trades will be allowed as of 2017). Players are only eligible for the Practice Squad of the team that drafted them (this will also change in 2017 to any 3rd or 4th rounder under a rookie contract whether originally drafted, traded for or acquired on waivers). However, a traded PS player is still TS eligible. (this line will needs to be stricken).
I'd like to discuss changes to this section of the rules:

Personally with the goal being to allow more development time on players, I think we should consider removing the restriction on players not being able to be demoted from TS to PS, however, I do think the active roster to PS demotion should still be prohibited (i.e. once active roster a player can never again be on the PS, however, a TS player who's never been active roster CAN be demoted). Removing this restriction will allow teams a lot more flexibility in trades and/or waivers to acquire developmental projects.

Personally, I don't like that idea. I would not be in favor for demoting from TS to PS, unless it included a weeks on TS bonus similar to promoting from TS/PS to Active and then demoting back down to TS.

Thing is it limits trades and waivers a bit as another teams TS 3rd rounder will not be eligible for the acquiring teams PS. Further I think it limits teams own development of players by not allowing a TS to move down.

I wouldn't be opposed to a salary bump though, may 5-10 cb's per week on TS? I think 25 is too high. I lean towards 5. 1 season on PS would be 17 weeks or a salary bump of 85 cbs. For a developmental player likely on a 100cb contract that's a potential 85% increase in salary to move from TS to PS after 1 season.

We might also make the player have to clear waivers if a team wants to demote to PS?

So if someone puts in a claim, obviously the team would have option to remove the demotion and keep the player. What if the owning team declined, and let the player go to the claiming team. Would THEY then be able to place them on the PS, since it was waiver claim? Seems like in order to make both sides equal, the player would have to go to TS, and then another waiver period to demote?

I would agree that the player would have to go to TS and then another waiver period to demote to PS.

I'd agree with Pat to a degree, however, my thoughts on waiver mechanics would be another team could claim a player, but like the NFL, the claiming team would have to make them Active Roster with no eligibility for TS or PS unless subsequently waived by the claiming team and reclaimed by the original

With that mechanic in place I don't think the original demoting team shouldn't have or need the right to retract a claim.

Thoughts?

So a waiving team can rescind the waiver if they don't want to let the player go ultimately or who they go to??? This is getting into weird territory...this type of waiver then is different than a cut and claim (we call that a waiver too)...so if someone claims my guy I cut, then I can decide to NOT cut him????

See my post above yours. I don't think teams should be able to retract a demotion if a player is claimed.

I like the idea of a claimed player having to go to active roster by the claiming team, and if the claiming team subsequently cuts said player the original team gets right of first refusal on the player and can reclaim and then demote the player. That's essentially how the PS works for NFL teams.

I say if you cut him from T/P squad and someone else claims him then the cutting team has the option to reclaim but must put him on their A/R.
