Release RFA tender from team's salary cap once initial bid is placed? **PASSES 9-0**
 

In 2014, we voted that an RFA tender would be released from a team's salary cap once an initial bid was placed on the RFA (passed 10-1). It was a 1 year trial. Last year we forgot to renew it.

This poll is to vote on making this a permanent rule going forward.
