Demote RB Charles Sims to Taxi Squad

Making room for Darren Sproles.

Sims was active for two weeks in the 2015 season... we'll take the 50cb addition to his salary, which now becomes 281cbs. this year. We'll let him rest up for his move back to the prime time later in his career.
