2013 Rookies on Taxi who do not qualify
 

Below is list of Rookies who have lost their eligibility and need to either be cut or moved to active squad. Those can be done without penalty, unless they were activated at any time, then moved back down to TS. I will allow them to be treated as Soft Cap cuts if they were active, since we pushed back RFA bidding:
