Adendum to playoff teams poll

If the number of teams in the championship bracket is reduced to 4 teams, should the remaining 8 teams play in two brackets (teams ranked 5-8, and 9-12) and play for draft position? (ie, the winner of the 9-12 team bracket would win the first pick in the rookie draft).
