Off Season UFA start date?

Here's what I found in rules:

Off-Season Free Agent biding will open on May 16th each year and close the day after the 3rd NFL Pre-Season game (for most teams) at 11:59pm.

So do we start Monday, May 16th at 12:01 EST?

12:01 for us Military/Construction folks means Noon. I suggest we start at 00:01 on the 16th. Just sayin.
