Should you be able to declare your intentions of MATCH/DECLINE prior to your RFA being sold

I don't care much about it either way, but voted yes. We have an open marketplace with multiple available players and multiple owners competing for their services. If I don't want to bid high on a player because I know he won't be matched, then someone else will bid on that player because the price would be appealingly low compared to the other players available. Free market competition takes care of all issues here, imho. In fact, in the examples I read here so far, it is the team that announces too early that ends up at a disadvantage - so if owners want to do it, I don't see why not.

Also, I have no problem if the rule passes, but I'd caution that it would it easy to circumvent. For example, right now I have Randy Moss on RFA. If I want everyone to know I won't match him, then all I need to do is post a couple times that "I am in rebuilding mode" and "I am looking for draft picks" and "I don't want to spend high dollars on old players" for all owners to get my message.

It looks like this poll has been defeated, as it is written. Policy should be no early indication of RFA intentions, prior to players actually selling.
