CUT: WR Troy Williamson, JAX from AR (1 Yr / 100 CB)

Cut from Active Roster: 0 Yr / 100 CB ... There is no Hard Cap hit because I never declared a contract? Or do I need to declare a 1 Yr contract and THEN cut him for a Hard Cap hit of 20 CB?
